Our map keeps on growing. Here’s where Alchemy Surf Resort in Greater Sacramento stands: in September 2026, the Placer County Planning Commission voted unanimously to approve the project, clearing the way for a 62-module Wavegarden Cove lagoon in Northern California.

Developed by Inland Surf Company, founded by Chris and Andrea Gallardo, Alchemy Surf Resort will occupy 25 acres within Placer One, the master-planned community taking shape north of Roseville, California. At its center is a five-acre, 62-module Wavegarden Cove lagoon designed to deliver up to 1,000 waves per hour for surfers of every level, from beginners to pros.
Around the lagoon, plans call for a 100-room hotel, 22 bungalows, a 28,390-square-foot surf center, an action sports hub, a skate plaza, spas and cold plunges, and a children’s playground. Inland Surf Company projects more than 450,000 visitors a year once the resort reaches stabilized operations.
Placer County sits in California’s historic Gold Country, just 30 minutes from Sacramento International Airport. Placer One itself is planned for 5,600 all-electric homes and a future Sacramento State satellite campus: a growing inland population that, until now, has had to drive to the coast to surf.
Alchemy also plans youth outreach, school partnerships, surf therapy sessions and para-surfing events, opening the sport to people who might never otherwise paddle out.
On water, the Placer County Water Agency will serve the resort, and Gallardo has put its annual water use at roughly the equivalent of two to three holes of golf.
Inland Surf Company is targeting groundbreaking in 2027, followed by 18 to 24 months of construction.
Alchemy joins a growing US footprint. On the East Coast, Atlantic Park in Virginia Beach opened in 2025 with the first Wavegarden Cove in the United States. On the West Coast, DSRT Surf in Palm Desert followed in 2026 with North America’s largest Wavegarden Cove, at 52 modules.
With its 62-module Wavegarden Cove in pre-contract, Alchemy is set to bring the industry’s leading wave generation technology to Northern California.
